Includes those declared Prisoner of War (POW), declared Missing In Action (MIA), Presumed Dead (PFOD), Killed in Action/Body Not Recovered (KIA/BNR), Died In Captivity (DIC), escapees, and returnees - includes civilians and foreign nationals. Based on the PMSEA used by USG officials.
